		<description>Netbooks have never been limited to Windows XP. Hardware vendors can ship Netbooks with Vista if they want to. But many don&#039;t.

It&#039;s the other way around: Netbooks are the only way for a hardware vendor to ship Windows XP on a new computer (other than the more expensive Vista Business Downgrade route). 

XP Netbook licensing imposes restrictions: Single core, not more than 1.6Ghz, etc which is why Netbook hardware specs are stagnant.</description>
